Half Pay Leave
HPL is credited to the leave account under the CCS (Leave) Rules and is normally associated with half-pay leave salary when actually taken.
Commuted Leave
Commuted Leave is granted against HPL. Because it provides leave salary at the rate applicable to Earned Leave, twice the amount of Commuted Leave is debited from the HPL account.
Medical certificate
Commuted Leave is commonly associated with medical grounds, though the CCS (Leave) Rules contain specific situations and conditions. Use the prescribed medical documentation where the rule requires it.
Leave salary
DoPT's information document on increments confirms that a Government servant on Earned Leave or Commuted Leave is entitled to leave salary equal to the pay drawn immediately before proceeding on such leave.
Sanction is required
Having HPL credit does not by itself authorise absence. Apply through the prescribed channel and obtain sanction from the competent authority.
Effect on leave account
Check the HPL balance before requesting Commuted Leave because the debit is twice the number of days of Commuted Leave granted.
Return and medical fitness
Where leave has been taken on medical grounds, the department may require the prescribed fitness documentation before resumption, depending on the rules and case.
Avoid mixing leave types
If your leave application changes from HPL to Commuted Leave or vice versa, ensure the sanction order and leave-account debit are corrected accordingly.
