Casual Leave is a separate leave-policy subject

DoPT's current induction material expressly lists Casual Leave, including Special Casual Leave, under its Personnel Policy (Leave) Section. Employees should follow the current departmental CL instructions rather than treating CL as Earned Leave.

Get permission before absence

CL is still subject to approval by the competent authority. An employee should not assume that a short absence automatically becomes Casual Leave.

Special Casual Leave is purpose-specific

SCL is not one general-purpose extra leave balance. It is allowed only where a Government instruction provides it for the particular activity or circumstance and subject to that order's conditions.

Do not apply one SCL order to another purpose

Eligibility, duration, supporting evidence and combination with other leave can differ by SCL category. Check the exact order applicable to the purpose of your request.

LTC can be used during Casual Leave

The CCS (LTC) Rules expressly state that LTC is admissible during any period of leave, including Casual Leave and Special Casual Leave, subject to the other LTC conditions.

Keep the approval

Retain the CL/SCL sanction or attendance record, especially when the period is connected with LTC or another claim.

Departmental practice matters

Application workflow, attendance-system entry and delegated sanctioning authority can vary by department. Follow your office's current procedure.

If SCL is refused

Ask which condition of the relevant SCL order is not satisfied. Do not substitute ordinary CL or another leave type without getting the leave record corrected and sanctioned.
