1. Classify the problem
Separate wrong PPO/service data, revision not implemented, payment error, family pension, disability/casualty entitlement, commutation/restoration, arrears, bank issue and portal/service-request problems.
2. Use the proper pension route first
For SPARSH-administered pensioners, use the relevant SPARSH service/grievance route where appropriate. Record or entitlement errors may require the concerned Service Headquarters, Record Office or Pension Sanctioning Authority.
3. Write a specific grievance
Include PPO/reference, service/category, exact error, date it began, applicable order/table if known, what is currently shown, what should be shown and the precise relief requested.
4. Quote earlier complaints
If already raised, include the earlier acknowledgement and explain why the reply did not resolve the documented mismatch.
5. DESW grievance mechanism
DESW states that grievances are received through CPGRAMS, email, post, phone and other channels, then examined and forwarded to the concerned authority such as Service Headquarters, Record Offices, Pension Sanctioning Authorities or Pension Disbursing Agencies.
6. CPGRAMS
CPGRAMS at pgportal.gov.in is an official escalation route. DESW states that online pension grievances are processed with the concerned organisation/Service HQ and status can be tracked using the registration number.
7. Make CPGRAMS effective
Choose the appropriate Ministry/Department, describe the problem concisely, mention previous attempts and attach only the key PPO/order/service/payment evidence.
8. Defence Pension Adalats
DESW describes Pension Adalats as a forum where pension grievances can be examined with representatives of concerned organisations present.
9. Use live contact details
DESW publishes current Pension Grievances contacts. Officers and numbers can change, so use the live DESW page rather than an old copied contact list.
10. No invented deadline
Use the timeline/status shown by the specific grievance system. Resolution time depends on the authority and issue; use the status shown in the grievance system.
