Where to start

Register and keep your records updated with the relevant Zila Sainik Board (ZSB). The State Board operates through ZSBs and handles documentation, welfare, pension support, grants, employment and grievances.

Digital Smart Card

The official West Bengal RSB portal now provides an optional QR-based Digital Smart Card for ex-servicemen. Verification is done through Zila Sainik Boards and the centralised record can assist with service delivery and employment facilitation.

Welfare and financial assistance

The RSB states that it implements State and Central welfare schemes for ESM, war widows, disabled soldiers and dependants, including financial assistance, relief and grants. Check the latest scheme-specific conditions before applying.

Education support

The Board's responsibilities include scholarships and educational assistance for eligible children of ESM, war widows and disabled soldiers.

Employment and resettlement

The RSB assists with re-employment, skill development, self-employment and liaison with Government, PSU and private employers.

Pension and grievance support

ZSB/RSB offices can assist with pension, family pension, disability-pension and documentation grievances and coordinate with military, civil and pension authorities.

What to carry

For most welfare enquiries keep your ESM identity card/discharge book, Aadhaar or accepted ID, PPO/pension details where relevant, bank details, family/dependency proof and the specific supporting document for the benefit sought.

Central benefits are separate

State welfare does not replace Central schemes administered by Kendriya Sainik Board, DESW, DGR, ECHS or SPARSH. An eligible veteran may need to use both State and Central channels depending on the benefit.
