A 2024 Ministry of Defence reply to Parliament states that all 75 districts of Uttar Pradesh have Zila Sainik Kalyan Boards, including Mau and Ballia.

UP Purva Sainik Kalyan Nigam

UPPSKNL is a U.P. Government undertaking established for rehabilitation and welfare of ex-servicemen and currently provides employment-oriented services.

Employment registration

The current UPPSKNL portal allows eligible ex-servicemen to register for employment and states that documents must be verified at the Regional Office after registration.

Who the Nigam serves

The current portal identifies ex-servicemen, dependants, Veer Naris and widows among the categories it serves.

Regional offices

UPPSKNL operates regional offices, including locations such as Agra, Bareilly, Prayagraj and Mathura. Use the current portal for the applicable office.

What to prepare

For welfare: keep ESM ID/discharge papers, PPO where relevant, UP residence details and family documents. For employment: also keep education, medical category, character and Aadhaar-consistent identity details as required by the Nigam.

Separate welfare from employment

Do not confuse UPPSKNL employment with Zila Sainik Kalyan welfare benefits. They are related veteran-support channels but perform different functions.

Central benefits are separate

State welfare does not replace Central schemes administered by Kendriya Sainik Board, DESW, DGR, ECHS or SPARSH. Check whether your benefit is State-funded, Central-funded or requires both State verification and Central approval.
