An education-certificate example

The Health Directorate's 10 August 2026 notice concerned MBBS/BDS counselling for children of ex-servicemen and children of Armed Forces personnel. It required a certificate from the Secretary, Rajya Sainik Board, Imphal, specifying priority. For the Armed Forces category, a present-service certificate from the Commanding Officer was also required.

That submission window was 10–12 August 2026, ending at 4 pm on 12 August. It has passed. This illustrates the evidence required for that round; it is not permission to apply late. Check current Health Directorate notifications for later rounds and fresh instructions.

Before requesting a certificate

  1. Find the admission notice for the exact course, year and counselling round. Note its quota wording and deadline.
  2. Separate the certificate request from admission registration. A certificate does not itself register a student for counselling.
  3. Ask the issuing office which service, relationship and identity evidence it needs. Bring the admission notice so the office can see the required format.
  4. Compare the certificate with the student's application: spelling, relationship, service details and priority must agree.
  5. Submit through the current notice's prescribed route and retain the acknowledgement.

If an old certificate uses a different category label, ask the authority to resolve the mismatch. Do not alter an issued certificate yourself.

Preparing a welfare enquiry

Identify the need first: registration, education expense, financial hardship, rehabilitation or employment. Ask the Sainik Welfare authority for the active scheme, its operative order and application form.

A budget allocation is not an individual payment entitlement. This guide therefore does not present historical budget headings as promised grant amounts.

Prepare a short note listing the applicant's category, district, service/pension status, requested assistance and previous application reference, if any. Keep sensitive records for the official application channel; do not post identity or bank details in public comments.

Resolve these questions before submitting

  • Who can apply: the veteran, spouse, widow or dependent child?
  • Is local registration or residence evidence required?
  • Is there an income, pension, rank or previous-assistance condition?
  • Which office receives the form and acknowledges receipt?
  • Is the scheme accepting applications now, and what is the deadline?

Record the answer and source. If documents are missing or assistance is refused, request the reason and correction route instead of starting a duplicate application.

Central programmes are separate

Use SPARSH guidance for pension-record problems and the ECHS hub for healthcare and smart-card issues. Consult the Department of Ex-Servicemen Welfare for Central welfare schemes. A state certificate does not replace these separate processes.
