Step 1: Who needs to do it
Under the current ECHS procedure, dependent beneficiaries above 18 years require annual validation, excluding the spouse.
Step 2: Before you submit
Check the dependant's identity details and continuing eligibility. Prepare the documents required by the live ECHS validation process and keep copies of everything uploaded.
Step 3: Submit through the official annual-validation process
Use the current ECHS beneficiary/smart-card ecosystem rather than third-party forms. Upload the required documents against the correct dependant and verify that the submission is complete before final confirmation.
Step 4: What happens after submission
The uploaded documents remain in the system and are used to decide approval or rejection. Rejected and under-observation cases receive an additional check, and the final rejection decision is taken by the respective Director Regional Centre.
Step 5: If the case is still pending
The current instruction says pending cases are processed by the OIC Parent Polyclinic and Director Regional Centre on the basis of the documents already uploaded.
Step 6: If Director Regional Centre rejects it
You still have the further-review route introduced by Central Organisation ECHS. Do not simply create a new dependant or repeatedly upload unrelated documents.
Step 7: Prepare the offline second-review application
For a dependant other than parents, prepare a separate offline application with the required self-attested documents. For parents, prepare one combined application giving the status of mother and father. Attach any additional supporting documents required by the applicable eligibility instructions.
Step 8: Where to submit the review
Submit through the OIC Parent Polyclinic and Director Regional Centre for onward processing to MD ECHS/Central Organisation ECHS.
Step 9: What each office does
OIC Parent Polyclinic checks the case against eligibility criteria. Director Regional Centre compares the documents with the earlier online uploads and gives a recommendation. Central Organisation ECHS processes the further review and communicates the decision.
Step 10: How long will it take?
The cited June 2025 review procedure does not specify one guaranteed number of days for disposal. Keep the submission acknowledgement and follow up through the same official chain if the case remains pending.

For a pending/rejected validation case, begin with the OIC Parent Polyclinic. The formal escalation in the procedure is Director Regional Centre and then Central Organisation ECHS/MD ECHS for the further review.
